Narrative:

A B767 (ETOPS) aircraft required an engine change that involved many shifts. Many mechanics were called to work on aircraft on overtime and some on regular shift. What was allowed to happen was mechanics that did not have ETOPS training or B767 training signed airworthy items in log. Also mechanics that only had ETOPS training and not B767 training signed airworthy items in the log. I was told that I could add my signature to the items in question and verify the items. I am ETOPS and B767 trained. Our manual is somewhat vague in language and could be misunderstood. In my training, I was told only those trained in ETOPS, B767 class and B767 OJT could sign for ETOPS aircraft logbook, not only the items but also the airworthiness. I was told by management at this time (engine change) that I could verify someone's sign-off. I was told it was in our mpp manual. I did not see the manual section, I went by management's say so.

Title: A B767-200ER HAD AN ENG CHANGE AND PAPERWORK WAS SIGNED OFF IN NON-COMPLIANCE BY MECHS NOT ETOPS OR B767 QUALIFIED.

Narrative: A B767 (ETOPS) ACFT REQUIRED AN ENG CHANGE THAT INVOLVED MANY SHIFTS. MANY MECHS WERE CALLED TO WORK ON ACFT ON OVERTIME AND SOME ON REGULAR SHIFT. ALSO MECHS THAT ONLY HAD ETOPS TRAINING AND NOT B767 TRAINING SIGNED AIRWORTHY ITEMS IN THE LOG. I WAS TOLD THAT I COULD ADD MY SIGNATURE TO THE ITEMS IN QUESTION AND VERIFY THE ITEMS. I AM ETOPS AND B767 TRAINED. OUR MANUAL IS SOMEWHAT VAGUE IN LANGUAGE AND COULD BE MISUNDERSTOOD. IN MY TRAINING, I WAS TOLD ONLY THOSE TRAINED IN ETOPS, B767 CLASS AND B767 OJT COULD SIGN FOR ETOPS ACFT LOGBOOK, NOT ONLY THE ITEMS BUT ALSO THE AIRWORTHINESS. I WAS TOLD BY MGMNT AT THIS TIME (ENG CHANGE) THAT I COULD VERIFY SOMEONE'S SIGN-OFF. I WAS TOLD IT WAS IN OUR MPP MANUAL. I DID NOT SEE THE MANUAL SECTION, I WENT BY MGMNT'S SAY SO.
