Narrative:

While passenger were waiting on the ramp to board the aircraft, the left propeller began turning due to windy conditions. There was no ramp agent present to keep the propeller from turning (company SOP requires a ramp agent present). Several passenger got dangerously close to the turning propeller before I could attract a ramper's attention and have him keep the propeller from turning.

Title: AN EMB120 PARKED AT A GATE AFTER TRIP ARR HAD PAX DEPLANING INTO A HAZARDOUS PROP WINDMILLING AREA WITH NO PROP GUARD OR AGENT PRESENT.

Narrative: WHILE PAX WERE WAITING ON THE RAMP TO BOARD THE ACFT, THE L PROP BEGAN TURNING DUE TO WINDY CONDITIONS. THERE WAS NO RAMP AGENT PRESENT TO KEEP THE PROP FROM TURNING (COMPANY SOP REQUIRES A RAMP AGENT PRESENT). SEVERAL PAX GOT DANGEROUSLY CLOSE TO THE TURNING PROP BEFORE I COULD ATTRACT A RAMPER'S ATTN AND HAVE HIM KEEP THE PROP FROM TURNING.
