Narrative:

Aircraft X climbed to 14000 ft and dropped parachutists. He then descended back into rmg airport. I called traffic at 9000 ft (aircraft Y). He did not see the aircraft and the targets merged. Aircraft Y complained about the VFR being too close. This is an ongoing problem with aircraft X. I once had an air carrier Z jet receive a TCASII RA and take evasive action. I told FAA management and they said there was nothing they could do. Someone is going to get involved in an accident with aircraft X.
