Narrative:

The aircraft factory on the airport has numerous times had a transponder on a VFR tag with a discrete squawk. However, this time it squawked a code which was tagged up as aircraft X, which was a proposal off hxd. Because of that, we had to remove strips (flight plan was activated automatically when tagged up) and had to put a new flight plan. This problem is a daily occurrence and this situation proves how it can affect us operationally. Callback conversation with reporter revealed the following information: reporter said sav is a part time approach control. An aircraft manufacturing factory is located on the east side of the airport approximately 1 mi from the radar antenna which is located on the west side of the airport. The reporter stated the false radar targets are seen frequently, about once or twice on each shift. The false targets sometimes occur with aircraft call signs or with limited data blocks on a discrete squawk. The problem has been ongoing for at least 3 yrs. On one occurrence, the reporter claims that an inbound aircraft on final picked up TCASII alert and made a go around when the intruding aircraft, a false target, couldn't be seen. Most controllers believe the interference is being caused by workers at the aircraft factory. Approximately 3 months ago, the reporter said several people from the aircraft factory visited the facility and met with the new facility manager. Nothing has been said about the purpose of the meeting. Reporter did not know if afs or regional personnel have been apprised of the problem.

Title: AN APCH CTLR CLAIMS THAT AN ACFT FACTORY LOCATED ON SAV ARPT AND NEAR THE APCH CTL FACILITY IS CAUSING FALSE TARGETS TO APPEAR ON RADAR.

Narrative: THE ACFT FACTORY ON THE ARPT HAS NUMEROUS TIMES HAD A XPONDER ON A VFR TAG WITH A DISCRETE SQUAWK. HOWEVER, THIS TIME IT SQUAWKED A CODE WHICH WAS TAGGED UP AS ACFT X, WHICH WAS A PROPOSAL OFF HXD. BECAUSE OF THAT, WE HAD TO REMOVE STRIPS (FLT PLAN WAS ACTIVATED AUTOMATICALLY WHEN TAGGED UP) AND HAD TO PUT A NEW FLT PLAN. THIS PROB IS A DAILY OCCURRENCE AND THIS SIT PROVES HOW IT CAN AFFECT US OPERATIONALLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID SAV IS A PART TIME APCH CTL. AN ACFT MANUFACTURING FACTORY IS LOCATED ON THE E SIDE OF THE ARPT APPROX 1 MI FROM THE RADAR ANTENNA WHICH IS LOCATED ON THE W SIDE OF THE ARPT. THE RPTR STATED THE FALSE RADAR TARGETS ARE SEEN FREQUENTLY, ABOUT ONCE OR TWICE ON EACH SHIFT. THE FALSE TARGETS SOMETIMES OCCUR WITH ACFT CALL SIGNS OR WITH LIMITED DATA BLOCKS ON A DISCRETE SQUAWK. THE PROB HAS BEEN ONGOING FOR AT LEAST 3 YRS. APPROX 3 MONTHS AGO, THE RPTR SAID SEVERAL PEOPLE FROM THE ACFT FACTORY VISITED THE FACILITY AND MET WITH THE NEW FACILITY MGR. NOTHING HAS BEEN SAID ABOUT THE PURPOSE OF THE MEETING. RPTR DID NOT KNOW IF AFS OR REGIONAL PERSONNEL HAVE BEEN APPRISED OF THE PROB.
