Narrative:

Aircraft Y, wbound, descending to 11000 ft, inbound to buf. Aircraft X departed roc, left turn eastbound climbing to 10000 ft as per LOA (so I thought). B727 checked on 5700 ft climbing to 11000 ft. Controller missed erroneous altitude assignment. Aircraft X conflicted at 11000 ft approximately 2 mins later as B727 and DHC8 both leveled at 11000 ft. Pilot of B727 was asked to verify level at 11000 ft, replied negative, assigned 11000 ft. Tapes were pulled -- error noted. Aircraft X advised RA from TCASII. Traffic was called to both aircraft prior to operational error. Aircraft X did not question being cleared to same altitude as traffic.

ACFT X DID NOT QUESTION BEING CLRED TO SAME ALT AS TFC.
