Narrative:

Air carrier flight XXX atl-dab nov/xa/98. We were being vectored to an ILS runway 7L approach to dab. We were cleared for the approach on an intercept heading to hold 3000 ft until established on the localizer. We were approximately 10 mi from the runway. We got a TCASII TA followed closely by an RA to climb. We climbed immediately to approximately 3600 ft. TCASII and ATC called the aircraft passing under us with 400 ft separation. We were IMC at the time in and out of broken clouds and did not see the traffic. A passenger reported after we landed seeing a high wing twin pass under us. We talked to ATC dab, mr X, after landing and he said it was a twin otter climbing VFR to drop parachuters.

Title: MD88 AND DH6 HAD NMAC NEAR DAB.

Narrative: ACR FLT XXX ATL-DAB NOV/XA/98. WE WERE BEING VECTORED TO AN ILS RWY 7L APCH TO DAB. WE WERE CLRED FOR THE APCH ON AN INTERCEPT HDG TO HOLD 3000 FT UNTIL ESTABLISHED ON THE LOC. WE WERE APPROX 10 MI FROM THE RWY. WE GOT A TCASII TA FOLLOWED CLOSELY BY AN RA TO CLB. WE CLBED IMMEDIATELY TO APPROX 3600 FT. TCASII AND ATC CALLED THE ACFT PASSING UNDER US WITH 400 FT SEPARATION. WE WERE IMC AT THE TIME IN AND OUT OF BROKEN CLOUDS AND DID NOT SEE THE TFC. A PAX RPTED AFTER WE LANDED SEEING A HIGH WING TWIN PASS UNDER US. WE TALKED TO ATC DAB, MR X, AFTER LNDG AND HE SAID IT WAS A TWIN OTTER CLBING VFR TO DROP PARACHUTERS.
