Narrative:

Air carrier X climbing to FL350 at 1300 FPM. Air carrier Y level FL330. As distance (head-on) decreased below 12 mi, air carrier X climb rate fell below 1000 FPM. Time, speed, distance failed me. I did not assign a climb rate to air carrier X. I believe the aircraft was preparing to level at FL350. Prevention, assign climb rates, issue crossing restrs, and turn the aircraft 'harder.'

Title: ARTCC CTLR HANDLING A DC9 IN CRUISE AT FL330 AND A B737 CLBING TO FL350. THE B737 NEAR THE TOP OF CLB SLOWED HIS CLB RATE AND SEPARATION WAS LOST BTWN THE 2 ACFT.
