Narrative:

We were maneuvering VFR on top at 6000 ft MSL. Tops were at 4500 ft MSL, bottoms at about 3000 ft MSL. We began a descent through an opening in a scattered layer. ATC called 'cougar, how do you read this radio?' my student (PF) responded 'cougar GA7, go ahead.' at that point, we spotted traffic at our 12 O'clock coming towards us about 300 ft below us. We took evasive action (pulled up) and heard ATC call the traffic to us. My student responded 'we have traffic in sight below us.' ATC terminated our radar services and approved a frequency change. We proceeded to the nearest airport (new braunfels) for landing practice, where we met up with the other aircraft. After speaking with the pilot of the other aircraft (C182RG), it was decided that the major factor in the conflict was the lack of notification to ATC of our descent in VFR.

Title: NMAC BTWN THE RPTING PLT TRAINING CREW OF A GRUMMAN COUGAR GA7 DSNDING IN A HOLD IN THE UNDERCAST AND A CESSNA 182RG UNDER IFR. ATC HAD TRIED TO PROVIDE A TIMELY TA TO THE COUGAR BUT FINALLY MADE CONTACT JUST AS THE COUGAR PLTS OBSERVED THE C182 COMING IN THE OPPOSITE DIRECTION 300 FT BELOW.

ATC CALLED 'COUGAR, HOW DO YOU READ THIS RADIO?' MY STUDENT (PF) RESPONDED 'COUGAR GA7, GO AHEAD.' AT THAT POINT, WE SPOTTED TFC AT OUR 12 O'CLOCK COMING TOWARDS US ABOUT 300 FT BELOW US. WE TOOK EVASIVE ACTION (PULLED UP) AND HEARD ATC CALL THE TFC TO US. MY STUDENT RESPONDED 'WE HAVE TFC IN SIGHT BELOW US.' ATC TERMINATED OUR RADAR SVCS AND APPROVED A FREQ CHANGE. WE PROCEEDED TO THE NEAREST ARPT (NEW BRAUNFELS) FOR LNDG PRACTICE, WHERE WE MET UP WITH THE OTHER ACFT. AFTER SPEAKING WITH THE PLT OF THE OTHER ACFT (C182RG), IT WAS DECIDED THAT THE MAJOR FACTOR IN THE CONFLICT WAS THE LACK OF NOTIFICATION TO ATC OF OUR DSCNT IN VFR.
