Narrative:

On initial approach to ord, flaps were selected to 8 degrees. Flaps stopped at 3 degrees, and message on MFDU indicated 'flap disagreement.' ran flap disagreement checklist, but this did not correct the problem. At this time declared an emergency and requested the equipment to stand by. Briefed the #1 flight attendant with test items and made PA to passenger. Completed landing with flaps less than 25 degrees checklist and emergency landing checklist. Requested long runway for landing. Landing was normal with reference of 155 KTS. Gross weight 78000 pounds, sink 250 FPM.
