Narrative:

We were leveling off at FL190 passing FL187 when I received and acknowledged a clearance to FL290. The PF dialed the altitude into the altitude window and we started to climb to FL290. Passing FL210, new york asked us what altitude we read back to him. I responded with FL290. He said he only cleared us to FL190, but there was no conflict, and to now level off at FL230. (Why would he tell us to climb to FL190 if we were already leveling off at that altitude?)

Title: FLC OF AN MLG BELIEVED THAT THEY HAD BEEN CLRED TO A HIGHER ALT WHEN LEVELING AT THE PREVIOUSLY ASSIGNED ALT. HOWEVER, AFTER CLBING, ATC INTERVENED AND ADVISED THAT THEY HAD NOT BEEN CLRED HIGHER AND THEN APPROVED THE HIGHER ALT AT WHICH THEY WERE PASSING THROUGH.

Narrative: WE WERE LEVELING OFF AT FL190 PASSING FL187 WHEN I RECEIVED AND ACKNOWLEDGED A CLRNC TO FL290. THE PF DIALED THE ALT INTO THE ALT WINDOW AND WE STARTED TO CLB TO FL290. PASSING FL210, NEW YORK ASKED US WHAT ALT WE READ BACK TO HIM. I RESPONDED WITH FL290. HE SAID HE ONLY CLRED US TO FL190, BUT THERE WAS NO CONFLICT, AND TO NOW LEVEL OFF AT FL230. (WHY WOULD HE TELL US TO CLB TO FL190 IF WE WERE ALREADY LEVELING OFF AT THAT ALT?)
