Narrative:
Small aircraft Y, the cessna, was told about the learjet on final and to remain away from the finals. Small aircraft Y was about 1 mi north of the finals on a converging course with the learjet. Again, small aircraft Y was instructed to turn right. Small aircraft Y did not comply and continued south towards the learjet. Again, small aircraft Y was told to turn right 180 degrees to make a 180 degree turn to the right. Small aircraft Y continued on course and did not turn, crossing in front of the learjet on final. The clouds to the north and east were about 1200-1500 ft and I believe the cessna small aircraft Y was in the clouds and was not maintaining VFR flight. The pilot of small aircraft Y continually refused to follow instructions.

Title: NMAC BTWN A LEARJET LR60 ON A 4 MI FINAL JUST BREAKING OUT OF THE UNDERCAST AND A C172 XING THROUGH THE FINAL APCH COURSE. THE CESSNA WAS INSTRUCTED TO REMAIN CLR OF THE APCH COURSE, BUT DID NOT TURN AWAY AS REQUESTED BY ATC CTLR.
Narrative: SMA Y, THE CESSNA, WAS TOLD ABOUT THE LEARJET ON FINAL AND TO REMAIN AWAY FROM THE FINALS. SMA Y WAS ABOUT 1 MI N OF THE FINALS ON A CONVERGING COURSE WITH THE LEARJET. AGAIN, SMA Y WAS INSTRUCTED TO TURN R. SMA Y DID NOT COMPLY AND CONTINUED S TOWARDS THE LEARJET. AGAIN, SMA Y WAS TOLD TO TURN R 180 DEGS TO MAKE A 180 DEG TURN TO THE R. SMA Y CONTINUED ON COURSE AND DID NOT TURN, XING IN FRONT OF THE LEARJET ON FINAL.
