Narrative:

Gua surpassed weight restr on flight, pushed the aircraft back from the gate, then called loads and asked for a 10 KT headwind correction and 3000 pound payload increase. Gua had final passenger count/child count and cargo at this time. Flight was still overweight for takeoff. Second segment climb limited. I tried to verify zero wind request from captain while loads advised that gua was changing weights in their final figures but couldn't figure out what they were doing. Freight figures were changing, passenger numbers were changing and when dispatch asked for answers, would receive nothing. Loads finally advised that gua had rearranged the final weights on board and now we were within limits. When I asked gua if the weights were accurate they confirmed their data. When I advised that loads was considering an offload audit they said they really didn't have 18 children on board but only 15. When asked if the freight weight was correct they replied yes, but loads said almost 2000 pounds had disappeared from previous final numbers. Loads requested an offload audit. Captain said aircraft performed normally for takeoff. Psm at onboard. I have not heard outcome of freight weights from the audit. My main concern is a continuing problem at gua which could compromise safety. Gua maximum takeoff weights are runway limited. It is a high terrain airport with special procedures/training required. Flts out of gua are restr on a daily basis. When the payloads are higher than we are able to carry, gua is known and previously documented to follow a particular way of working their departure. They overload the aircraft past the restr set.

Title: A DISPATCHER RPT REGARDING THE LOADING PROC PAX CARGO AT GUA, FO.

Narrative: GUA SURPASSED WT RESTR ON FLT, PUSHED THE ACFT BACK FROM THE GATE, THEN CALLED LOADS AND ASKED FOR A 10 KT HEADWIND CORRECTION AND 3000 LB PAYLOAD INCREASE. GUA HAD FINAL PAX COUNT/CHILD COUNT AND CARGO AT THIS TIME. FLT WAS STILL OVERWT FOR TKOF. SECOND SEGMENT CLB LIMITED. I TRIED TO VERIFY ZERO WIND REQUEST FROM CAPT WHILE LOADS ADVISED THAT GUA WAS CHANGING WTS IN THEIR FINAL FIGURES BUT COULDN'T FIGURE OUT WHAT THEY WERE DOING. CAPT SAID ACFT PERFORMED NORMALLY FOR TKOF. PSM AT ONBOARD. I HAVE NOT HEARD OUTCOME OF FREIGHT WTS FROM THE AUDIT. MY MAIN CONCERN IS A CONTINUING PROB AT GUA WHICH COULD COMPROMISE SAFETY. GUA MAX TKOF WTS ARE RWY LIMITED. IT IS A HIGH TERRAIN ARPT WITH SPECIAL PROCS/TRAINING REQUIRED. FLTS OUT OF GUA ARE RESTR ON A DAILY BASIS. WHEN THE PAYLOADS ARE HIGHER THAN WE ARE ABLE TO CARRY, GUA IS KNOWN AND PREVIOUSLY DOCUMENTED TO FOLLOW A PARTICULAR WAY OF WORKING THEIR DEP. THEY OVERLOAD THE ACFT PAST THE RESTR SET.
