Narrative:

The problem arose when the new york TRACON controller shut off lga arrs. At the time, the first arrival was at ard, with 2 others, each about 8 mi in trail, all at 13000 ft. In trail spacing restrs were not in effect at the time for lga. The 'no notice hold' is a common practice at N90, both with lga and ewr arrs as well as teb and mmu arrs. This procedure is unacceptable but appears to be the SOP. Adding to the above incident, the metropolitan sector at N90 was using backup radar, able to accept only 1 arrival at a time to teb, mmu and ewr (propellers) as one. All arrs to the airports were put into a hold on the ard 2 and metropolitan 4 arrs. These arrival rtes utilize the same airway and holding patterns as minks 1 arrs to lga. Because of many conflictions the sector (18) design creates, operrors are frequent. Actions must be taken to reduce the amount of traffic on these 3 arrs, whether by routing propellers through other facilities or creating an arrival route for teb and mmu separate from lga.

Title: NEW YORK TRACON SHUT OFF ARRS OVER ARD LNDG LGA. NO IN TRAIL FLOW RESTRS WERE IN EFFECT AT THE TIME. ZDC HAD 2 ACR FLTS 8 NM IN TRAIL AT 13000 FT APCHING ARD. WHILE ATTEMPTING TO PUT BOTH ACFT INTO HOLDING OVER ARD THEY LOST STANDARD SEPARATION, WHICH RESULTED IN AN OPERROR.

Narrative: THE PROB AROSE WHEN THE NEW YORK TRACON CTLR SHUT OFF LGA ARRS. AT THE TIME, THE FIRST ARR WAS AT ARD, WITH 2 OTHERS, EACH ABOUT 8 MI IN TRAIL, ALL AT 13000 FT. IN TRAIL SPACING RESTRS WERE NOT IN EFFECT AT THE TIME FOR LGA. THE 'NO NOTICE HOLD' IS A COMMON PRACTICE AT N90, BOTH WITH LGA AND EWR ARRS AS WELL AS TEB AND MMU ARRS. ADDING TO THE ABOVE INCIDENT, THE METRO SECTOR AT N90 WAS USING BACKUP RADAR, ABLE TO ACCEPT ONLY 1 ARR AT A TIME TO TEB, MMU AND EWR (PROPS) AS ONE. ALL ARRS TO THE ARPTS WERE PUT INTO A HOLD ON THE ARD 2 AND METRO 4 ARRS. THESE ARR RTES UTILIZE THE SAME AIRWAY AND HOLDING PATTERNS AS MINKS 1 ARRS TO LGA.
