Narrative:

After stating my location, that I had the ATIS, requesting and receiving my clearance (IFR), I was approaching the west side holding line of taxiway a crossing runway 18/36. The controller had not formally given me a taxi clearance and I specifically questioned him regarding my clearance to cross the active runway 18. I do not remember whether I asked 'am I cleared to taxi 18?' or 'am I cleared to cross 18?' in any event, I received a clearance to either 'cross' or 'taxi' runway 18. After crossing runway 18, from ground radio comments by the controller, I realized that a caravan had just landed on runway 36 and we had come within 1000 ft or so of each other while on the runway. I then heard the controller accepting responsibility for the incident while talking to the caravan. Part of the problem was my distracting the controller with social chatter while receiving my clearance. The other part of the problem was that while I meant to ask 'am I cleared to cross runway 18?' I may have only asked 'am I cleared to taxi runway 18?' which would not have cleared to cross runway 18, the active runway. I believed I had an explicit clearance to cross runway 18. Lastly, while runway 18 was in use, in the future I will do a better job of checking the non approach end of the runway in addition to the approach end. My hangar is located on the west tees of airport tvc, in the northwest quadrant of runways 18/36 and 10/28. I did not receive any 'hold short' instructions, which would have been unambiguous.

Narrative: AFTER STATING MY LOCATION, THAT I HAD THE ATIS, REQUESTING AND RECEIVING MY CLRNC (IFR), I WAS APCHING THE W SIDE HOLDING LINE OF TXWY A XING RWY 18/36. THE CTLR HAD NOT FORMALLY GIVEN ME A TAXI CLRNC AND I SPECIFICALLY QUESTIONED HIM REGARDING MY CLRNC TO CROSS THE ACTIVE RWY 18. I DO NOT REMEMBER WHETHER I ASKED 'AM I CLRED TO TAXI 18?' OR 'AM I CLRED TO CROSS 18?' IN ANY EVENT, I RECEIVED A CLRNC TO EITHER 'CROSS' OR 'TAXI' RWY 18. AFTER XING RWY 18, FROM GND RADIO COMMENTS BY THE CTLR, I REALIZED THAT A CARAVAN HAD JUST LANDED ON RWY 36 AND WE HAD COME WITHIN 1000 FT OR SO OF EACH OTHER WHILE ON THE RWY. I BELIEVED I HAD AN EXPLICIT CLRNC TO CROSS RWY 18. LASTLY, WHILE RWY 18 WAS IN USE, IN THE FUTURE I WILL DO A BETTER JOB OF CHKING THE NON APCH END OF THE RWY IN ADDITION TO THE APCH END. MY HANGAR IS LOCATED ON THE W TEES OF ARPT TVC, IN THE NW QUADRANT OF RWYS 18/36 AND 10/28. I DID NOT RECEIVE ANY 'HOLD SHORT' INSTRUCTIONS, WHICH WOULD HAVE BEEN UNAMBIGUOUS.
