Narrative:

I was relieving the controller working the mid. I took over the position working all position -- radar, local, ground, clearance, etc. The airport operations have numerous txwys closed which require to get to any active runway, the crossing of another active runway, or the back-taxiing on an active runway. The DC9 was back-taxiing on runway 17L. The B73B was on a 6 mi final. I cleared the DC9 for takeoff and he rolled with the B73B on a 3 mi final. The loss of separation was no factor but the constant crossing of active runways or back-taxiing on the same is a dangerous operation. The airport operations of this airport close runways and txwys with no regard to aircraft safety.

Title: ATCT LCL CTLR CONCERNED WITH MULTIPLE TXWY RWY CLOSURES AND WITH ITS IMPACT ON THE SAFE OP OF TFC ON AND LNDG AT THE ARPT.

Narrative: I WAS RELIEVING THE CTLR WORKING THE MID. I TOOK OVER THE POS WORKING ALL POS -- RADAR, LCL, GND, CLRNC, ETC. THE ARPT OPS HAVE NUMEROUS TXWYS CLOSED WHICH REQUIRE TO GET TO ANY ACTIVE RWY, THE XING OF ANOTHER ACTIVE RWY, OR THE BACK-TAXIING ON AN ACTIVE RWY. THE DC9 WAS BACK-TAXIING ON RWY 17L. THE B73B WAS ON A 6 MI FINAL. I CLRED THE DC9 FOR TKOF AND HE ROLLED WITH THE B73B ON A 3 MI FINAL. THE LOSS OF SEPARATION WAS NO FACTOR BUT THE CONSTANT XING OF ACTIVE RWYS OR BACK-TAXIING ON THE SAME IS A DANGEROUS OP. THE ARPT OPS OF THIS ARPT CLOSE RWYS AND TXWYS WITH NO REGARD TO ACFT SAFETY.
