Narrative:

We were flying VFR from ric, 1300 ft on heading 090 degrees, en route to W96. Ric did not notify us of approaching traffic. Traffic was spotted approximately 300 ft away on our left. Our course was deviated by approximately 10-15 degrees to the right for collision avoidance purposes. After the aircraft was no longer a factor, ric departure notified us of the other aircraft. Shortly thereafter, ric proceeded to rudely explain that when flying in class C airspace, no deviation from the heading is allowed. I acted under part 91.123.

Title: NMAC. PLT OF A MOONEY M20E (MO21) DURING CRUISE FLT IN CLASS C AIRSPACE MADE A R TURN TO AVOID UNKNOWN TFC 300 FT TO HIS L. DEP CTLR MADE TA AFTER ITS PASSING AND INFORMED THE PLT THAT HE SHOULD NOT DEVIATE FROM ASSIGNED HDG WHEN OPERATING IN CLASS C AIRSPACE.

OUR COURSE WAS DEVIATED BY APPROX 10-15 DEGS TO THE R FOR COLLISION AVOIDANCE PURPOSES. AFTER THE ACFT WAS NO LONGER A FACTOR, RIC DEP NOTIFIED US OF THE OTHER ACFT. SHORTLY THEREAFTER, RIC PROCEEDED TO RUDELY EXPLAIN THAT WHEN FLYING IN CLASS C AIRSPACE, NO DEV FROM THE HDG IS ALLOWED. I ACTED UNDER PART 91.123.
