First officer, PF, received clearance for somto at 13000 ft and speed 320+ KTS. 5 mi prior to somto, ZNY questioned start of descent. Descent commenced 4.6 mi to somto. Descent required speed brake and speed increase (VV2 and 4500 ft). ZNY directed 180 degree heading and new altitude clearance to FL220. Passing FL238, ZNY directed leveloff to FL240. TCASII alert sounded (VFR condition) with resolution with traffic at approximately FL220. We corrected altitude to FL240, descending no lower than FL236.

Title: FLC OF A B757 WERE CONFUSED ON DSCNT REQUEST RESULTING IN STARTING THEIR DSCNT ONLY A SHORT DSCNT PRIOR TO THE FIX AFTER ATC INQUIRED ABOUT WHEN THEY WERE GOING TO DSND. AFTER DSNDING AT HIGH RATE, ATC STOPPED THEIR DSCNT FOR TFC PASSING BELOW THEM WHICH THEY OBSERVED ON THEIR TCASII.
