Narrative:

On climb out from bdl, the right engine lost thrust (2 engine aircraft). The right engine stayed at a medium high thrust setting and would not respond to throttle movement. After burning off fuel, I declared an emergency and shut the engine down on a 15 NM final approach to bdl. The single engine landing was uneventful and I taxied to the gate. We complied with all company and government regulations, however, I'm sending in this form just in case.
