Narrative:

On jun/xa/97, right wing fuel quantity harness replacement was in progress. I completed the installation and test of harness, turned over to next shift. On oct/xb/98, aircraft came to maintenance for other maintenance. Fuel tank rib plate found off with damage to internal pressure fuel line. Callback conversation with reporter revealed the following information: the reporter stated that when the fuel quantity harness change was completed the tank was cleaned and the rib was fastened and torqued. The reporter said the final inspection was made by an inspector and signed off. The reporter stated a short time later the aircraft was brought into the hangar for a main landing gear fitting replacement which required tank entry. The reporter suspects that the rib plate was left off at this time.
