Narrative:

VFR flight plan ona-jux. XA30 local, ona direct fow. Thunderstorms from line to dsm, thunderstorms starting at rwf. Per flight watch (minneapolis). Closed route off from mkt to otg causing deviation from fow to dwn to ilq direct fsd. At fow, turned direct dwn 2500 ft VFR at belle plaine, mn, flew into cloud deck IMC. Turned 180 degrees and climbing to file IFR clearance with ZMP. Center was too busy, so filed flight plan with princeton FSS. Back to center and was told to contact msp approach control. Opened IFR flight plan climbing left turn direct dwn to 6000 ft. Switched by msp approach to center at this time. Informed of class B intrusion. Tracked VFR from farmington VOR past fcm to 19 mi west of msp. Ended flight at fsd and called msp tower for more information per their instructions. Main contributing factor to intrusion was a southwest wind 30 KTS, lack of situational awareness of aircraft with relevance to wind velocity and direction. At all times aircraft was VFR or VFR on top -- no flight in IMC conditions, even though under IMC clearance. In my opinion, all decisions made en route were correct. Situational awareness of location of aircraft to navaids is cause of problem.

PLT TURNED AROUND AND CLBED TO ON TOP OVCST WHEREIN HE REQUESTED AN IFR CLRNC FROM APCH CTL. APCH CTLR REFERRED HIM TO CTR WHO IDENTED HIM AS LOCATED IN CLASS B AIRSPACE. AT ALL TIMES ACFT WAS VFR OR VFR ON TOP -- NO FLT IN IMC CONDITIONS, EVEN THOUGH UNDER IMC CLRNC. IN MY OPINION, ALL DECISIONS MADE ENRTE WERE CORRECT. SITUATIONAL AWARENESS OF LOCATION OF ACFT TO NAVAIDS IS CAUSE OF PROB.
