Narrative:

Under flag rules (far 121 subpart right) crew members are limited to 120 hours flight time in any consecutive 30 days. I was assigned flts spanning oct/xa/98 and oct/xb/98 that by my calculation placed me very near the 120 hour limit. In fact, by calculating the flight times by the min, I flew 119 hours 43 mins for the 30 days that ended at XA00Z and by calculating the times using hours and tenths, I showed 120.1 hours. The argument can be made that I was scheduled to fly less than the limit but, due to circumstances beyond the control of my company, actually flew over the limit. Due to my company's propensity to find violations and self-disclose the violation to the FAA without notifying the individual(south) involved, I am submitting this report. The company, an air cargo company, has caused several pilots and flight engineer's to receive violations, fines, license suspensions, etc, by their self-disclosure methods.

Title: FREIGHTER FO RPT ON EXCEEDING HIS 120 HRS IN 30 DAYS BY ONE TENTH OF AN HR (6 MINS). CREW MEMBER FEARFUL OF COMPANY DISCLOSURE TO FAA ABOUT THIS 'VIOLATION.'

Narrative: UNDER FLAG RULES (FAR 121 SUBPART R) CREW MEMBERS ARE LIMITED TO 120 HRS FLT TIME IN ANY CONSECUTIVE 30 DAYS. I WAS ASSIGNED FLTS SPANNING OCT/XA/98 AND OCT/XB/98 THAT BY MY CALCULATION PLACED ME VERY NEAR THE 120 HR LIMIT. IN FACT, BY CALCULATING THE FLT TIMES BY THE MIN, I FLEW 119 HRS 43 MINS FOR THE 30 DAYS THAT ENDED AT XA00Z AND BY CALCULATING THE TIMES USING HRS AND TENTHS, I SHOWED 120.1 HRS. THE ARGUMENT CAN BE MADE THAT I WAS SCHEDULED TO FLY LESS THAN THE LIMIT BUT, DUE TO CIRCUMSTANCES BEYOND THE CTL OF MY COMPANY, ACTUALLY FLEW OVER THE LIMIT. DUE TO MY COMPANY'S PROPENSITY TO FIND VIOLATIONS AND SELF-DISCLOSE THE VIOLATION TO THE FAA WITHOUT NOTIFYING THE INDIVIDUAL(S) INVOLVED, I AM SUBMITTING THIS RPT. THE COMPANY, AN AIR CARGO COMPANY, HAS CAUSED SEVERAL PLTS AND FE'S TO RECEIVE VIOLATIONS, FINES, LICENSE SUSPENSIONS, ETC, BY THEIR SELF-DISCLOSURE METHODS.
