Narrative:

On boarding, passenger talking about full passenger load says 'what we should say is there is a bomb on board, that way only 1/2 the people will show up and we will all have a lot of extra room.' passenger and friend were removed from cabin along with their luggage. While looking through flight attendant manual and cockpit manual, I found no reference to procedure of denial of boarding. I believe this needs to be included to eliminate the human judgement factor.
