Narrative:

Non compliance with new york oceanic NOTAM concerning special routings over bermuda due to bermuda radar not available, air carrier flight XXX madrid-miami. I noticed after assuming the dispatch shift that the flight had been planned and released without consideration of this NOTAM. Date is oct/ab/98. At air carrier abc, rtes for european flts are constructed by the 'navigation data' department. The NOTAM is in effect for a week. I hand carried a copy into 'navigation data' the day before, and handed it to one of the specialists. The concern herein is, given the volume of flts planned by the dispatcher at air carrier abc, the ability of that dispatcher to isolate all the errors generated by navigation data's product, a product of increasingly questionable integrity.

Narrative: NON COMPLIANCE WITH NEW YORK OCEANIC NOTAM CONCERNING SPECIAL ROUTINGS OVER BERMUDA DUE TO BERMUDA RADAR NOT AVAILABLE, ACR FLT XXX MADRID-MIAMI. I NOTICED AFTER ASSUMING THE DISPATCH SHIFT THAT THE FLT HAD BEEN PLANNED AND RELEASED WITHOUT CONSIDERATION OF THIS NOTAM. DATE IS OCT/AB/98. AT ACR ABC, RTES FOR EUROPEAN FLTS ARE CONSTRUCTED BY THE 'NAV DATA' DEPT. THE NOTAM IS IN EFFECT FOR A WK. I HAND CARRIED A COPY INTO 'NAV DATA' THE DAY BEFORE, AND HANDED IT TO ONE OF THE SPECIALISTS. THE CONCERN HEREIN IS, GIVEN THE VOLUME OF FLTS PLANNED BY THE DISPATCHER AT ACR ABC, THE ABILITY OF THAT DISPATCHER TO ISOLATE ALL THE ERRORS GENERATED BY NAV DATA'S PRODUCT, A PRODUCT OF INCREASINGLY QUESTIONABLE INTEGRITY.
