Narrative:

On oct/xa/98 we picked up 2 passenger for our corporation at hya. Visibility and conditions were poor. After loading passenger, I jumped into right side of cockpit. PIC did not have an ATIS, clearance or takeoff numbers completed. After engine start I started to perform takeoff numbers. I was told by PIC to get clearance on the taxi. He was advised to do so from ground control. As PIC started to taxi, I was copying down our departure information. I saw something flash by my face and it was an illegal fence and we were going to hit it. I yelled the captain's name and we just clipped the wingtip only. The worst part was, I asked ground control for assistance because we were unfamiliar and they told us to follow fence around to join taxiway C. We just could not see the fence at all. Later, we found out from a fed that the fence was illegal and he wanted it down. Too late for us. We should have never taxied until the cockpit was set up. I should have never had my head down doing paperwork while the PIC was trying to taxi the aircraft.

Title: FLC OF A CPR 3 ENG MDT STRUCK FENCE POST ON THE R WINGTIP DURING TAXI FOR TKOF CAUSING MINOR DAMAGE ONLY. THE FO WAS ENGAGED IN COPYING CLRNC AND COMPUTING TKOF NUMBERS SO ONLY SAW THE FENCE POST FLASH BY. IN ADDITION, THE VISIBILITY WAS RESTR DUE TO RAIN AND FOG.

I YELLED THE CAPT'S NAME AND WE JUST CLIPPED THE WINGTIP ONLY. THE WORST PART WAS, I ASKED GND CTL FOR ASSISTANCE BECAUSE WE WERE UNFAMILIAR AND THEY TOLD US TO FOLLOW FENCE AROUND TO JOIN TXWY C. WE JUST COULD NOT SEE THE FENCE AT ALL. LATER, WE FOUND OUT FROM A FED THAT THE FENCE WAS ILLEGAL AND HE WANTED IT DOWN. TOO LATE FOR US. WE SHOULD HAVE NEVER TAXIED UNTIL THE COCKPIT WAS SET UP. I SHOULD HAVE NEVER HAD MY HEAD DOWN DOING PAPERWORK WHILE THE PIC WAS TRYING TO TAXI THE ACFT.
