Narrative:

During climb out, the flight engineer noticed the cargo door light was illuminated, indicating that the cargo door was not closed and locked. The flight engineer checked the cargo door light located at the L1 door. It was also illuminated in concurrence with the cargo door light at the flight engineer panel. We notified basle, switzerland, tower that we needed to return to the airport immediately. Clearance was granted and we returned visually and landed on runway 16. During the taxi checklist and flight engineer and captain are to verify 'door warning lights, checked and out.' this was accomplished and both of my fellow crew members recalled that the door warning lights were out prior to takeoff. After landing, the cargo door discrepancy was entered in the aircraft logbook. A certified mechanic inspected the cargo door and found the door to be functioning properly.
