Narrative:

Near miss on final approach runway 19 at frg while on final and cleared to land. My traffic was a cherokee which was just about to touch down. I heard on the radio aircraft XXX call tower and state that he is at 1600 ft over the mall, which is about 3 mi behind me on final. The tower instructed him to execute a 360 degree turn. A few moments later, aircraft XXX flew directly over me on final. My airspeed was approximately 70 KTS, I estimated his airspeed to be about 100 KTS. He then proceeded to land ahead, despite the fact that I immediately told the tower that a twin engine aircraft flew over me on final. I descended to avoid the aircraft and re- established my approach, slowed my aircraft down to allow adequate spacing for landing. After landing the tower apologized to me saying he didn't know what happened. I believe aircraft XXX did not see me and thought the aircraft landing at the time ahead of me was his traffic. A typical high wing/low wing situation. The mall is approximately 5 mi from the edge of runway 19.

Narrative: NEAR MISS ON FINAL APCH RWY 19 AT FRG WHILE ON FINAL AND CLRED TO LAND. MY TFC WAS A CHEROKEE WHICH WAS JUST ABOUT TO TOUCH DOWN. I DSNDED TO AVOID THE ACFT AND RE- ESTABLISHED MY APCH, SLOWED MY ACFT DOWN TO ALLOW ADEQUATE SPACING FOR LNDG. AFTER LNDG THE TWR APOLOGIZED TO ME SAYING HE DIDN'T KNOW WHAT HAPPENED. I BELIEVE ACFT XXX DID NOT SEE ME AND THOUGHT THE ACFT LNDG AT THE TIME AHEAD OF ME WAS HIS TFC. A TYPICAL HIGH WING/LOW WING SIT. THE MALL IS APPROX 5 MI FROM THE EDGE OF RWY 19.
