Narrative:

After departing lou, I contacted sdf departure and requested 2 ILS approachs at sdf and a VOR back to lou. I was vectored to a heading of 360 degrees and 4000 ft. I had to request sdf approach to say expected approach. They advised ILS runway 17L and requested that I keep at least 120 KTS airspeed as fast traffic would be following me on the approach. I maintained 140 KIAS from the OM in. My missed approach instructions were right turn to 250 degrees, maintain 3000 ft. I executed the miss with sdf tower and was handed off to sdf departure. I requested that they say approach to expect and I was advised to expect runway 17R and was given a frequency for the ILS, 110.35, and read this back. I then set this up and tried to identify. With no identify I checked my government plates for runway 17R and changed frequency to 103.35. I was cleared for this approach and read it back. Sdf departure then revised my clearance to runway 17L, which I read back and changed frequencys for the approach. I was given missed instructions of left to 110 degrees, maintain 3000 ft, return to frequency. I read this back. When advised to change to sdf tower 120.3 I did so and found that they expected me on runway 17R. They advised that I had flown through the runway 17R localizer and they asked my intentions. I advised sdf tower that they and sdf approach had given me mixed instructions, one to runway 17L and one to runway 17R and that I did not now know which approach I was supposed to be on. I advised that as they had me totally confused as to which approach I was to be setting up for to get me out of their airspace and back to lou. This they did. I phoned sdf approach to ask where we had missed communications. By phone sdf approach advised that the sdf approach controller had caught his error is changing me to runway 17L and changed it back to runway 17R. I had not heard or read back this clearance change. Possible changes to correct this. Too many changes of approach in close from sdf approach. They should have maintained one approach or the other. They should have also questioned my lack of readback on the last change to runway 17R. Better coordination between sdf approach and sdf tower. For my part, I should have declined the second approach when they started to change me a second time.

I MAINTAINED 140 KIAS FROM THE OM IN. MY MISSED APCH INSTRUCTIONS WERE R TURN TO 250 DEGS, MAINTAIN 3000 FT. I EXECUTED THE MISS WITH SDF TWR AND WAS HANDED OFF TO SDF DEP. I REQUESTED THAT THEY SAY APCH TO EXPECT AND I WAS ADVISED TO EXPECT RWY 17R AND WAS GIVEN A FREQ FOR THE ILS, 110.35, AND READ THIS BACK. I THEN SET THIS UP AND TRIED TO IDENT. WITH NO IDENT I CHKED MY GOV PLATES FOR RWY 17R AND CHANGED FREQ TO 103.35. I WAS CLRED FOR THIS APCH AND READ IT BACK. SDF DEP THEN REVISED MY CLRNC TO RWY 17L, WHICH I READ BACK AND CHANGED FREQS FOR THE APCH. I WAS GIVEN MISSED INSTRUCTIONS OF L TO 110 DEGS, MAINTAIN 3000 FT, RETURN TO FREQ. I READ THIS BACK. WHEN ADVISED TO CHANGE TO SDF TWR 120.3 I DID SO AND FOUND THAT THEY EXPECTED ME ON RWY 17R. THEY ADVISED THAT I HAD FLOWN THROUGH THE RWY 17R LOC AND THEY ASKED MY INTENTIONS. I ADVISED SDF TWR THAT THEY AND SDF APCH HAD GIVEN ME MIXED INSTRUCTIONS, ONE TO RWY 17L AND ONE TO RWY 17R AND THAT I DID NOT NOW KNOW WHICH APCH I WAS SUPPOSED TO BE ON. I ADVISED THAT AS THEY HAD ME TOTALLY CONFUSED AS TO WHICH APCH I WAS TO BE SETTING UP FOR TO GET ME OUT OF THEIR AIRSPACE AND BACK TO LOU. THIS THEY DID. I PHONED SDF APCH TO ASK WHERE WE HAD MISSED COMS. BY PHONE SDF APCH ADVISED THAT THE SDF APCH CTLR HAD CAUGHT HIS ERROR IS CHANGING ME TO RWY 17L AND CHANGED IT BACK TO RWY 17R. I HAD NOT HEARD OR READ BACK THIS CLRNC CHANGE. POSSIBLE CHANGES TO CORRECT THIS. TOO MANY CHANGES OF APCH IN CLOSE FROM SDF APCH. THEY SHOULD HAVE MAINTAINED ONE APCH OR THE OTHER. THEY SHOULD HAVE ALSO QUESTIONED MY LACK OF READBACK ON THE LAST CHANGE TO RWY 17R. BETTER COORD BTWN SDF APCH AND SDF TWR. FOR MY PART, I SHOULD HAVE DECLINED THE SECOND APCH WHEN THEY STARTED TO CHANGE ME A SECOND TIME.
