Narrative:

On descent to 5000 ft under approach control at roa, we received a TA. Pulling up TCASII screen, I located the aircraft with 5 mi at 5000 ft. Shortly after that, we received a 'climb' RA. We added power and began a climb at a minimum of 2000 FPM. Last observed vertical clearance before climb observed was - 100 ft. Upon clear of conflict message, returned to original heading and advised roa approach. Discussions with roa approach on phone indicated that the error was in approach control as 2 aircraft were cleared to same altitude.

Title: AN ARRIVING COMMUTER CL65 ACFT AT 5000 FT RECEIVED A TCASII TA, THEN RA ON CONFLICTING IFR TFC AND INITIATED A CLB. THE OTHER ACFT PASSED 100 FT BELOW THE CL65 RESULTING IN LOSS OF SEPARATION.

Narrative: ON DSCNT TO 5000 FT UNDER APCH CTL AT ROA, WE RECEIVED A TA. PULLING UP TCASII SCREEN, I LOCATED THE ACFT WITH 5 MI AT 5000 FT. SHORTLY AFTER THAT, WE RECEIVED A 'CLB' RA. WE ADDED PWR AND BEGAN A CLB AT A MINIMUM OF 2000 FPM. LAST OBSERVED VERT CLRNC BEFORE CLB OBSERVED WAS - 100 FT. UPON CLR OF CONFLICT MESSAGE, RETURNED TO ORIGINAL HDG AND ADVISED ROA APCH. DISCUSSIONS WITH ROA APCH ON PHONE INDICATED THAT THE ERROR WAS IN APCH CTL AS 2 ACFT WERE CLRED TO SAME ALT.
