Narrative:

We were on an assigned heading to intercept the 091 degree radial of armel VORTAC. Destination ewr. Climbing through 11000 ft 17000 ft, received an RA to descend. The departure controller also gave us instructions to descend back to 11000 ft. At that point, we visually pick up a gulfstream cpr jet off our right and level with us on a west heading. The aircraft passed under us. One of the flight attendants stated that she actually saw the pilots' faces and arms as they passed under us! When we questioned the controller, all he said was that the gulfstream had a visual on us and that he was just handed off from center. The controller was extremely busy and no further explanation was given.

Title: A DEPARTING ACR MLG CLBING THROUGH 11000 FT WAS ISSUED A MAINTAIN ALT OF 11000 FT AFTER RECEIVING A TCASII RA. TFC WAS A GULFSTREAM ON CONVERGING COURSE PROVIDING VISUAL SEPARATION ON THE ACR MLG. THE GULFSTREAM CROSSED APPROX 800 FT BELOW THE ACR ACFT.

THE DEP CTLR ALSO GAVE US INSTRUCTIONS TO DSND BACK TO 11000 FT. AT THAT POINT, WE VISUALLY PICK UP A GULFSTREAM CPR JET OFF OUR R AND LEVEL WITH US ON A W HDG. THE ACFT PASSED UNDER US. ONE OF THE FLT ATTENDANTS STATED THAT SHE ACTUALLY SAW THE PLTS' FACES AND ARMS AS THEY PASSED UNDER US! WHEN WE QUESTIONED THE CTLR, ALL HE SAID WAS THAT THE GULFSTREAM HAD A VISUAL ON US AND THAT HE WAS JUST HANDED OFF FROM CTR. THE CTLR WAS EXTREMELY BUSY AND NO FURTHER EXPLANATION WAS GIVEN.
