Narrative:

BA31 4000 ft on downwind and starship (best) 4000 ft flashing from dca (J40 arrival). I told dca to descend starship to 3000 ft. Starship didn't descend and entered my airspace without a handoff. LOA states arrs from dca at 4000 ft but our procedure is to hand off downwind traffic to final controller at 4000 ft. Our procedure just changed from 3000 ft to 4000 ft. Shouldn't the procedure from dca change so that we don't have to always coordinate something?

Title: A BEECH 2000 ACFT ENTERED THE ADJACENT FACILITY'S AIRSPACE AT 4000 FT AND CONFLICTED WITH A COMMUTER BA31 ACFT ON DOWNWIND LEG ALSO AT 4000 FT. THE RPTR CLAIMS THAT HE INSTRUCTED THE ADJACENT FACILITY TO DSND THE BA31 TO 3000 FT PRIOR TO HDOF.

SHOULDN'T THE PROC FROM DCA CHANGE SO THAT WE DON'T HAVE TO ALWAYS COORDINATE SOMETHING?
