Narrative:

Cleared for visual approach, traffic called from 11-1 O'clock, 1500 ft wbound. We were descending on base leg to bfi, runway 31, wbound into setting sun. (An aircraft operating in the same direction at 12 O'clock would show no apparent motion). Saw single engine cessna approximately 1/2 mi ahead and on collision course. Pulled up and passed over him with about 500 ft clearance. We were operating a cargo aircraft which is not required to have TCASII by regulation.

Narrative: CLRED FOR VISUAL APCH, TFC CALLED FROM 11-1 O'CLOCK, 1500 FT WBOUND. WE WERE DSNDING ON BASE LEG TO BFI, RWY 31, WBOUND INTO SETTING SUN. (AN ACFT OPERATING IN THE SAME DIRECTION AT 12 O'CLOCK WOULD SHOW NO APPARENT MOTION). SAW SINGLE ENG CESSNA APPROX 1/2 MI AHEAD AND ON COLLISION COURSE. PULLED UP AND PASSED OVER HIM WITH ABOUT 500 FT CLRNC. WE WERE OPERATING A CARGO ACFT WHICH IS NOT REQUIRED TO HAVE TCASII BY REG.
