Narrative:
I was working ground control when tug X called for repos. I instructed tug X to proceed to and hold short of runway 8 at the departure end. The frequency was really congested. I got a readback from the tug. After a couple of mins tug Y called for repos. I instructed him to hold short of runway 8 at taxiway G. Tug Y read back his hold short instructions. At that point local control gave me permission to cross runway 8 at the departure end while he had an aircraft in position and holding. The frequency was very congested at this point, so I told tug X to cross runway 8 twice. I got acknowledgement on the second try. As I went to coordinate with local that I was still crossing, through all the congestion, tug Y said 'tug Y cross' which by the way has just started his initial taxi. When I went back to local control to tell him the runway was clear, local control departed the aircraft that was in position. I noticed tug Y crossing the runway at taxiway D.

Title: A TUG DRIVER TOOK A CLRNC MEANT FOR ANOTHER TUG AND CROSSED A RWY WHILE AN ACFT WAS DEPARTING.
Narrative: I WAS WORKING GND CTL WHEN TUG X CALLED FOR REPOS. I INSTRUCTED TUG X TO PROCEED TO AND HOLD SHORT OF RWY 8 AT THE DEP END. THE FREQ WAS REALLY CONGESTED. I GOT A READBACK FROM THE TUG. AFTER A COUPLE OF MINS TUG Y CALLED FOR REPOS. I INSTRUCTED HIM TO HOLD SHORT OF RWY 8 AT TXWY G. TUG Y READ BACK HIS HOLD SHORT INSTRUCTIONS. AT THAT POINT LCL CTL GAVE ME PERMISSION TO CROSS RWY 8 AT THE DEP END WHILE HE HAD AN ACFT IN POS AND HOLDING. THE FREQ WAS VERY CONGESTED AT THIS POINT, SO I TOLD TUG X TO CROSS RWY 8 TWICE. I GOT ACKNOWLEDGEMENT ON THE SECOND TRY. AS I WENT TO COORDINATE WITH LCL THAT I WAS STILL XING, THROUGH ALL THE CONGESTION, TUG Y SAID 'TUG Y CROSS' WHICH BY THE WAY HAS JUST STARTED HIS INITIAL TAXI. WHEN I WENT BACK TO LCL CTL TO TELL HIM THE RWY WAS CLR, LCL CTL DEPARTED THE ACFT THAT WAS IN POS. I NOTICED TUG Y XING THE RWY AT TXWY D.
