Narrative:

During arrival, first officer asked controller 'what speed he would like' (normally airspeed is given by this point on arrival to ensure aircraft spacing). Controller answered, 'what airspeed are you at?' without looking at airspeed indicator, first officer answered, '280 KTS' (which was our last assigned airspeed), then looking at airspeed indicator, corrected the readback to the actual correct airspeed, '250 KTS.'
