Narrative:
Unidented VFR overflt (nga Y) on V198 east of elp eastbound and air carrier X descending to land at elp opposite direction. ZAB assigned descent to 10000 ft and did not issue traffic on the VFR overflt. Air carrier X checked on my frequency reporting in a turn in response to a TCASII RA. The event occurred on the boundary between ZAB and elp approach.

Narrative: UNIDENTED VFR OVERFLT (NGA Y) ON V198 E OF ELP EBOUND AND ACR X DSNDING TO LAND AT ELP OPPOSITE DIRECTION. ZAB ASSIGNED DSCNT TO 10000 FT AND DID NOT ISSUE TFC ON THE VFR OVERFLT. ACR X CHKED ON MY FREQ RPTING IN A TURN IN RESPONSE TO A TCASII RA. THE EVENT OCCURRED ON THE BOUNDARY BTWN ZAB AND ELP APCH.
