Narrative:

While making ILS approach to ftw runway 35R, we had a pop-up TCASII target which quickly progressed from a TA to an RA. When I announced to ATC that we were deviating as a result of a TCASII RA, they informed me that it was caused by a transponder on a building, apparently with an encoder, since our TCASII showed an altitude. We were low, 600-700 ft AGL and I assumed it was an inbound helicopter converging with our flight path. I find it unusual that an altitude encoding transponder would be installed on a building, under an ILS, without much publicity, ATIS, remarks on approach plates, etc. The TA/RA certainly got my attention.

Narrative: WHILE MAKING ILS APCH TO FTW RWY 35R, WE HAD A POP-UP TCASII TARGET WHICH QUICKLY PROGRESSED FROM A TA TO AN RA. WE WERE LOW, 600-700 FT AGL AND I ASSUMED IT WAS AN INBOUND HELI CONVERGING WITH OUR FLT PATH. I FIND IT UNUSUAL THAT AN ALT ENCODING XPONDER WOULD BE INSTALLED ON A BUILDING, UNDER AN ILS, WITHOUT MUCH PUBLICITY, ATIS, REMARKS ON APCH PLATES, ETC. THE TA/RA CERTAINLY GOT MY ATTN.
