Narrative:

I requested to cross runway 25L on taxiway left. Local controller gave me the crossing and then told the aircraft on downwind for runway 25R to 'make a short approach to runway 25L, runway 25L cleared to land.' I could not see this aircraft, but I noticed his target on the BRITE radar and he was cutting in close. I asked the local controller if I should hold the MD80 and was told 'no, I don't see my aircraft, just tell him to hurry.' I instructed the aircraft to cross without delay and saw the aircraft turning a 1/4 mi final. The MD80 was in the middle of the runway when he too saw the aircraft and increased his taxiing speed. Local 1 did not send the aircraft around, even though the plane flew across the MD80. He landed without incident. The plane on final should not have been instructed to make a short approach or local controller should have told me to cross after the aircraft making a short approach. Even if none of the above was done, the aircraft on final should have been instructed to go around. I probably should have just held my aircraft short of runway 25L, even though I was told to cross and just recoordinated another crossing.

Title: ATCT GND CTLR ASKED AND OBTAINED AUTH FROM LCL CTLR TO CROSS RWY WITH AN MD80. GND CTLR HEARD LCL CTLR TELL ACFT IN PATTERN TO MAKE SHORT BASE LEG AND CLRED TO LAND. GND CTLR QUESTIONED LCL CTLR ABOUT TFC SIT, BUT LCL CTLR TOLD GND CTLR TO CONTINUE TFC ACROSS RWY. TFC LANDED OVER MD80 AS IT CROSSED THE RWY. GND CTLR QUESTIONED LCL CTLR AND HIS ACTIONS.

Narrative: I REQUESTED TO CROSS RWY 25L ON TXWY L. LCL CTLR GAVE ME THE XING AND THEN TOLD THE ACFT ON DOWNWIND FOR RWY 25R TO 'MAKE A SHORT APCH TO RWY 25L, RWY 25L CLRED TO LAND.' I COULD NOT SEE THIS ACFT, BUT I NOTICED HIS TARGET ON THE BRITE RADAR AND HE WAS CUTTING IN CLOSE. I ASKED THE LCL CTLR IF I SHOULD HOLD THE MD80 AND WAS TOLD 'NO, I DON'T SEE MY ACFT, JUST TELL HIM TO HURRY.' I INSTRUCTED THE ACFT TO CROSS WITHOUT DELAY AND SAW THE ACFT TURNING A 1/4 MI FINAL. THE MD80 WAS IN THE MIDDLE OF THE RWY WHEN HE TOO SAW THE ACFT AND INCREASED HIS TAXIING SPD. LCL 1 DID NOT SEND THE ACFT AROUND, EVEN THOUGH THE PLANE FLEW ACROSS THE MD80. HE LANDED WITHOUT INCIDENT. THE PLANE ON FINAL SHOULD NOT HAVE BEEN INSTRUCTED TO MAKE A SHORT APCH OR LCL CTLR SHOULD HAVE TOLD ME TO CROSS AFTER THE ACFT MAKING A SHORT APCH. EVEN IF NONE OF THE ABOVE WAS DONE, THE ACFT ON FINAL SHOULD HAVE BEEN INSTRUCTED TO GAR. I PROBABLY SHOULD HAVE JUST HELD MY ACFT SHORT OF RWY 25L, EVEN THOUGH I WAS TOLD TO CROSS AND JUST RECOORDINATED ANOTHER XING.
