Narrative:

Assigned to maintain 300 KIAS by ZFW prior to bonham three arrival. Was never told to either comply or to delete the listed speeds on the STAR. 8 NM prior to karla intersection, first officer, PF, slowed aircraft to 250 KIAS in order to comply with the 250 KTS at karla restr listed on the STAR. Center then asked captain, PNF, our airspeed. When told 250 KIAS center replied you were told to maintain 300 KTS, I have aircraft running over the top of you. Switch to approach 125.02. No TCASII alert occurred or loss of separation that we were aware of. It was our understanding, the captain and first officer, that we were to maintain our last assigned speed, until we needed to slow in order to comply with the speeds on the STAR, due to the center not giving us either to comply with the speeds, or to delete the speeds on the STAR. The bonham 3 STAR states at karla intersection to maintain 250 KTS and to expect 11000 ft. We do not feel we did anything incorrect and would do the same procedure again. Supplemental information from acn 411561: during descent on bonham three arrival, we were told to maintain 300 KTS for traffic flow to dfw. Dfw was landing to the south, runway 17C. We were told by ATC to cross karla at 11000 ft, expect runway 17C. Over byp at 11000 ft, we slowed to 250 KTS per the arrival to be over karla at 250 KTS. Approach controller asked us our speed, and we said 250 KTS. Controller became upset that we had slowed and jammed up traffic behind us, without clearance to slow. We were verbally chastised at length by approach controller over byp. We were never told that the speed restr at karla was waived. We assumed that we were to comply with the speed reduction per the arrival.

SUPPLEMENTAL INFO FROM ACN 411561: DURING DSCNT ON BONHAM THREE ARR, WE WERE TOLD TO MAINTAIN 300 KTS FOR TFC FLOW TO DFW. DFW WAS LNDG TO THE S, RWY 17C. WE WERE TOLD BY ATC TO CROSS KARLA AT 11000 FT, EXPECT RWY 17C. OVER BYP AT 11000 FT, WE SLOWED TO 250 KTS PER THE ARR TO BE OVER KARLA AT 250 KTS. APCH CTLR ASKED US OUR SPD, AND WE SAID 250 KTS. CTLR BECAME UPSET THAT WE HAD SLOWED AND JAMMED UP TFC BEHIND US, WITHOUT CLRNC TO SLOW. WE WERE VERBALLY CHASTISED AT LENGTH BY APCH CTLR OVER BYP. WE WERE NEVER TOLD THAT THE SPD RESTR AT KARLA WAS WAIVED. WE ASSUMED THAT WE WERE TO COMPLY WITH THE SPD REDUCTION PER THE ARR.
