Aircraft #1 checked on climbing to FL310 due to other traffic and poor rate of climb. Aircraft #1 was dsdned back to FL280. Aircraft #2 was climbed to FL250 for traffic. When aircraft #1 left FL280, aircraft #2 was climbed to FL280. The flight paths were converging. Aircraft #2's altitude was not revised to FL270. Separation was lost.
