Narrative:
Aircraft #1 checked on climbing to FL310 due to other traffic and poor rate of climb. Aircraft #1 was dsdned back to FL280. Aircraft #2 was climbed to FL250 for traffic. When aircraft #1 left FL280, aircraft #2 was climbed to FL280. The flight paths were converging. Aircraft #2's altitude was not revised to FL270. Separation was lost.

Title: ARTCC RADAR CTLR REASSIGNS DSNDING ALT FOR MIL ACFT AND CLBS ACR TO SAME ALT. CTLR DOES NOT RECOGNIZE ERROR UNTIL SEPARATION WAS LOST.
Narrative: ACFT #1 CHECKED ON CLBING TO FL310 DUE TO OTHER TFC AND POOR RATE OF CLB. ACFT #1 WAS DSDNED BACK TO FL280. ACFT #2 WAS CLBED TO FL250 FOR TFC. WHEN ACFT #1 LEFT FL280, ACFT #2 WAS CLBED TO FL280. THE FLT PATHS WERE CONVERGING. ACFT #2'S ALT WAS NOT REVISED TO FL270. SEPARATION WAS LOST.
