Narrative:

I was receiving training on buj lo and seavr intermediate sectors combined. D sides and 1R side were being trained due to a recent 7TH area reorganization. When D sides train it is very resource intensive because you have to have both a trainer and an right side. We were forced to train for 2 hours because the sector needed full staffing at the end. I was very fatigued and could barely keep my eyes open. I had taken a bathroom break during the session, while my trainer worked the D side during my 3 min absence. He wanted to take one too, but couldn't leave me alone. The supervisor was forced to stuff strips from 2 printers instead of manning the supervisor's desk. He would leave the printers to check on a situation and the strips would back up. You are allowed to make an amendment if the aircraft is just 5 mins from the boundary. Training is important to complete, but since overtime funds are 'not available' for training, the operational margin of safety is reduced.

Title: CTLR AT ZFW CLAIMS HE WAS FORCED TO TRAIN FOR 2 HRS BECAUSE OF STAFFING SHORTAGE TFC BUILDUP TOWARD THE END OF THE TRAINING SESSION.

Narrative: I WAS RECEIVING TRAINING ON BUJ LO AND SEAVR INTERMEDIATE SECTORS COMBINED. D SIDES AND 1R SIDE WERE BEING TRAINED DUE TO A RECENT 7TH AREA REORGANIZATION. WHEN D SIDES TRAIN IT IS VERY RESOURCE INTENSIVE BECAUSE YOU HAVE TO HAVE BOTH A TRAINER AND AN R SIDE. WE WERE FORCED TO TRAIN FOR 2 HRS BECAUSE THE SECTOR NEEDED FULL STAFFING AT THE END. I WAS VERY FATIGUED AND COULD BARELY KEEP MY EYES OPEN. I HAD TAKEN A BATHROOM BREAK DURING THE SESSION, WHILE MY TRAINER WORKED THE D SIDE DURING MY 3 MIN ABSENCE. HE WANTED TO TAKE ONE TOO, BUT COULDN'T LEAVE ME ALONE. THE SUPVR WAS FORCED TO STUFF STRIPS FROM 2 PRINTERS INSTEAD OF MANNING THE SUPVR'S DESK. HE WOULD LEAVE THE PRINTERS TO CHK ON A SIT AND THE STRIPS WOULD BACK UP. YOU ARE ALLOWED TO MAKE AN AMENDMENT IF THE ACFT IS JUST 5 MINS FROM THE BOUNDARY. TRAINING IS IMPORTANT TO COMPLETE, BUT SINCE OVERTIME FUNDS ARE 'NOT AVAILABLE' FOR TRAINING, THE OPERATIONAL MARGIN OF SAFETY IS REDUCED.
