Narrative:

Our mission was to bring the air carrier 40-ton hyster forklift from south ramp to north ramp using an escort. I drove the forklift and the mechanic drove the maintenance van acting as escort. I observed the mechanic approach and hold at runway east and positioned behind him, in preparation for crossing. We proceeded onto runway east, crossing south taxiway, and held at median. I observed mechanic proceed across next runway toward second median. As I prepared to follow I noticed an air carrier commuter (dash 8) approaching for landing. Realizing I would not be able to cross the runway and 'beat the plane' so I decided to hold at the median. At this time I observed the mechanic stop and begin reversing direction back to where I was holding as plane landed. When mechanic reached my position I observed plane stop approximately 100 yards away from point of discretion, u-turn, and taxi away from us. Mechanic then told me that we were to return forklift to air carrier hangar. The fact that the radio to contact ground control is in the maintenance van, I do not know what type of communication or the nature of the conversation that transpired between the mechanic and ground control.

Title: A DASH 8 LANDED AND STOPPED SHORT DUE TO A FORKLIFT ESCORT VEHICLE TRANSGRESSED ON THE ACTIVE RWY.

Narrative: OUR MISSION WAS TO BRING THE ACR 40-TON HYSTER FORKLIFT FROM S RAMP TO N RAMP USING AN ESCORT. I DROVE THE FORKLIFT AND THE MECH DROVE THE MAINT VAN ACTING AS ESCORT. I OBSERVED THE MECH APCH AND HOLD AT RWY E AND POSITIONED BEHIND HIM, IN PREPARATION FOR XING. WE PROCEEDED ONTO RWY E, XING S TXWY, AND HELD AT MEDIAN. I OBSERVED MECH PROCEED ACROSS NEXT RWY TOWARD SECOND MEDIAN. AS I PREPARED TO FOLLOW I NOTICED AN ACR COMMUTER (DASH 8) APCHING FOR LNDG. REALIZING I WOULD NOT BE ABLE TO CROSS THE RWY AND 'BEAT THE PLANE' SO I DECIDED TO HOLD AT THE MEDIAN. AT THIS TIME I OBSERVED THE MECH STOP AND BEGIN REVERSING DIRECTION BACK TO WHERE I WAS HOLDING AS PLANE LANDED. WHEN MECH REACHED MY POS I OBSERVED PLANE STOP APPROX 100 YARDS AWAY FROM POINT OF DISCRETION, U-TURN, AND TAXI AWAY FROM US. MECH THEN TOLD ME THAT WE WERE TO RETURN FORKLIFT TO ACR HANGAR. THE FACT THAT THE RADIO TO CONTACT GND CTL IS IN THE MAINT VAN, I DO NOT KNOW WHAT TYPE OF COM OR THE NATURE OF THE CONVERSATION THAT TRANSPIRED BTWN THE MECH AND GND CTL.
