Narrative:

On descent into kenai, ak, in VFR conditions, approximately 12 mi north of the kenai VOR at 1700 ft, we experienced a near miss with a single engine cessna, and had to take evasive action to avoid a collision. Our TCASII was on and operational and showed no traffic. The cessna was all white and blended in with some scattered clouds in the distance. He was on a reciprocal heading from ours and our scan picked up aircraft at our 12:30 position and we were able to maneuver to avoid traffic.
