Narrative:

Flight xx stl to mem. The aircraft was loaded with a wheel chair equipped with batteries. Our hazmat policy requires that such an item with non spillable batteries be listed on the load manifest and the PIC be notified of the cargo. The batteries must be completely disconnected and insulated to prevent short circuit. This preventive action was not completed nor was the PIC notified. This is a safety hazard that I believe stems from inadequate training on the part of the ground and baggage handlers, resulting in an unsafe situation.

Title: AN MDT IS LOADED WITH HAZMAT AT STL. A BATTERY PWRED WHEEL CHAIR IS LOADED, BUT NO NOTICE IS GIVEN TO THE FLC.

Narrative: FLT XX STL TO MEM. THE ACFT WAS LOADED WITH A WHEEL CHAIR EQUIPPED WITH BATTERIES. OUR HAZMAT POLICY REQUIRES THAT SUCH AN ITEM WITH NON SPILLABLE BATTERIES BE LISTED ON THE LOAD MANIFEST AND THE PIC BE NOTIFIED OF THE CARGO. THE BATTERIES MUST BE COMPLETELY DISCONNECTED AND INSULATED TO PREVENT SHORT CIRCUIT. THIS PREVENTIVE ACTION WAS NOT COMPLETED NOR WAS THE PIC NOTIFIED. THIS IS A SAFETY HAZARD THAT I BELIEVE STEMS FROM INADEQUATE TRAINING ON THE PART OF THE GND AND BAGGAGE HANDLERS, RESULTING IN AN UNSAFE SIT.
