During cross country flight from van nuys, ca, to el cajon (gillespie field), ca, pilot experienced progressive electrical component failure, ie, transponder, radios. Pilot decided to make precautionary landing. Upon approach, flaps would not extend, so safe landing was completed at camp pendleton, ca.
