Narrative:

Air carrier flight starts out at XX00 on jul/thu/98. I (the first officer) came off of a stand-up trip, which means you come in late and start early. The trip does not meet rest requirement, and you get your rest when the trip is finished. This is all legal. The problem is, scheduling calls you ZZ00 to give you a morning show. Now I have to sleep at night again. The captain has a similar scenario and is on reduced rest. Captain's show time is 15 mins prior to departure. So, as the first officer, I have most of my work done and some of his work. He shows and I'm sure he feels rushed. Additionally, we now find that the MEL has been cleared by maintenance, but not on the release so we have to clear it. Somewhere in the middle when we run the checklist, we both miss the seat belt sign and no smoking sign on the way out, when we normally get a chance to double check a few things. We discovered a fault in the hydraulics, delaying us further. We finally cleared up the fault with maintenance. We ran the rest of the checklist and took off. After flap and gear retraction, and contacting departure, I saw the seat belt sign and no smoking sign and turned them on. The only reason I'm submitting this is, we had an FAA inspector jump seating in the back.

Title: CL65 CREW FORGOT TO TURN ON THE SEAT BELT SIGN AND NO SMOKING SIGN.

Narrative: ACR FLT STARTS OUT AT XX00 ON JUL/THU/98. I (THE FO) CAME OFF OF A STAND-UP TRIP, WHICH MEANS YOU COME IN LATE AND START EARLY.
