Narrative:

During descent from FL330 to FL290, ZME called us at FL310 and told us to turn to 270 degree heading and increase descent rate. Then they said we had traffic at 10 O'clock position and 8 mi at FL310 and why we did not change frequencys 5 mins earlier. We complied with heading and altitude and told him we never were given a frequency change. Changed frequency and landed without further to do.

Title: ARTCC CTLR ISSUES EVASIVE TURN WHEN HE BECOMES AWARE THAT AN ACR B727 FLC HAS NOT TAKEN PREVIOUS FREQ CHANGE AND COMES IN POTENTIAL CONFLICT WITH MIL KC10 TANKER.

Narrative: DURING DSCNT FROM FL330 TO FL290, ZME CALLED US AT FL310 AND TOLD US TO TURN TO 270 DEG HDG AND INCREASE DSCNT RATE. THEN THEY SAID WE HAD TFC AT 10 O'CLOCK POS AND 8 MI AT FL310 AND WHY WE DID NOT CHANGE FREQS 5 MINS EARLIER. WE COMPLIED WITH HEADING AND ALT AND TOLD HIM WE NEVER WERE GIVEN A FREQ CHANGE. CHANGED FREQ AND LANDED WITHOUT FURTHER TO DO.
