Narrative:

While at cruise, a male passenger in his 70's complained of difficulty breathing and chest pains. Oxygen was administered from one of the portable oxygen bottles. The reason this is generating a report is because of the circumstances which may have contributed to his complaints. The F100's in my company's fleet are notorious for their inadequate cabin cooling capabilities, especially in the rear two thirds of the cabin. Cabin temperature indications over 90 degrees F are not uncommon on the ground in the summer while waiting for takeoff. When airborne the cabin still doesn't cool that well, and whatever headway you make is immediately negated once the descent is started and bleed air for the packs decreases. Many of us have started using the speed brake and additional thrust to try to keep at least some airflow on the way down. The company has a new paint scheme. We have been told that boeing determined that under a given set of ambient conditions, this paint scheme will add up to 9 degrees F to the cabin temperature, compared to the old livery. The F100 is over the limit now! We don't have a 9 degree F margin to play with. I believe that this airplane should not be painted in the new livery. Several polite, but distressed older passenger have talked to me about their discomfort following one of these hot flts. I'm running out of excuses, and I certainly don't look forward to trying to explain why a new paint job is more important than their comfort and health.
