Narrative:

While turning from tie-down slot onto alley leading to active runway (75-80 degrees of 90 degree turn completed), aircraft #1 was struck on the left wing by aircraft #2, which had previously pulled out of a tie-down slot located to the south of the slot in front of which the incident took place. Even though the incident took place on alley-way and short of active runway and thus neither plane was required to be in radio communication with ground, had that communication been effected, the risk of accident could have been significantly reduced.

Title: ACFT #1 WAS STRUCK BY ACFT #2 WHILE TURNING AND PULLING OUT OF A TIE-DOWN.

Narrative: WHILE TURNING FROM TIE-DOWN SLOT ONTO ALLEY LEADING TO ACTIVE RWY (75-80 DEGS OF 90 DEG TURN COMPLETED), ACFT #1 WAS STRUCK ON THE L WING BY ACFT #2, WHICH HAD PREVIOUSLY PULLED OUT OF A TIE-DOWN SLOT LOCATED TO THE S OF THE SLOT IN FRONT OF WHICH THE INCIDENT TOOK PLACE. EVEN THOUGH THE INCIDENT TOOK PLACE ON ALLEY-WAY AND SHORT OF ACTIVE RWY AND THUS NEITHER PLANE WAS REQUIRED TO BE IN RADIO COM WITH GND, HAD THAT COM BEEN EFFECTED, THE RISK OF ACCIDENT COULD HAVE BEEN SIGNIFICANTLY REDUCED.
