Narrative:
Flight lost WX radar in IMC with reported thunderstorms in area east of ord at FL260, requested FL280 to be in VMC and ATC was unable to comply. Declared an emergency and climbed to FL280 on top of the WX. Flew west of ord and descended clear of WX into ord and landed. Advised dispatch and they agreed with the plan as a prudent and safe way to avoid WX without airborne radar.

FLEW W OF ORD AND DSNDED CLR OF WX INTO ORD AND LANDED. ADVISED DISPATCH AND THEY AGREED WITH THE PLAN AS A PRUDENT AND SAFE WAY TO AVOID WX WITHOUT AIRBORNE RADAR.
