Narrative:

At cruise altitude FL220 while deviating around WX with ATC clearance we received a TCASII TA. We saw on TCASII an aircraft climbing toward us from ahead to the northwest. I was hand flying due to an inoperative autoplt and began looking outside for the traffic. We then received an RA alert commanding a 2500-3000 FPM descent. I immediately began a descent. Passing approximately FL216 the RA stopped, the first officer said he saw the other aircraft above us, and the TCASII indicated traffic clear. I leveled at FL215 and climbed back to FL220. When we initiated the descent we notified ZID. We then called them upon climbing back to FL220. They apologized and we continued to msp.
