Narrative:

I was descending to land. Approach 'held' me high speed in descent. Too high for full flaps. There was a quartering tailwind from right. Landing runway 15. Lahso in effect. Due to absence (operationally) of full flaps and quartering tailwind, I did not lahso. There was no conflict. I should have realized that landing and high speed was at best doubtful and denied lahso. Also, requesting more favorable runway with an option. Lesson re-learned -- seek safest, not quickest, operations.

Narrative: I WAS DSNDING TO LAND. APCH 'HELD' ME HIGH SPD IN DSCNT. TOO HIGH FOR FULL FLAPS. THERE WAS A QUARTERING TAILWIND FROM R. LNDG RWY 15. LAHSO IN EFFECT.
